MOSCOW,Dec11-RussiaisshockedbyrevelationsaboutCIAtortureinthewakeoftheSept.11attacksandbelievesthoseresponsibleforabusingdetaineesshouldbebroughttojustice,aseniorforeignministryofficialsaidonThursday.
Theministry'shumanrightscommissioner,KonstantinDolgov,saidthisweek'sU.S.Senatereportrevealed"grosssystemicrightsviolations"andjarredwithU.S.aspirationstoberegardedasamodelofdemocracy.
ThereportfoundthattheCIAmisledtheWhiteHouseandpublicaboutitstortureofdetaineesatsecretprisonsaroundtheworldafter9/11,andactedmorebrutallyandpervasivelythanithadacknowledged.
"DespitethefactthatthisinquisitorialtorturewasusedbyCIAagentsoutsideU.S.territory,thisdoesnotremovetheirresponsibilityforthesedeliberateactions,"Dolgovsaid.
"Weurgethehumanrightscommunity,theappropriateinternationalorganisationsandinstitutionstopressureWashingtontodisclosetheinformationonrightsviolationsinfull...andholdtheguiltyresponsible."
MoscowandWashingtonoftensparabouteachother'shumanrightsrecords,withRussiasayingthattheUnitedStatesturnsablindeyetoitsownabuseswhilelecturingtherestoftheworld.TheUkrainecrisishasbroughtrelationsbetweenthetwocountriestotheirlowestpointsincetheColdWar.
CountrieslikeIran,NorthKoreaandChina,allfrequenttargetsofhumanrightscriticismfromWashington,haveallusedthisweek'sreportasanopportunitytoturnthetablesontheUnitedStates.
