"DespitethefactthatthisinquisitorialtorturewasusedbyCIAagentsoutsideU.S.territory,thisdoesnotremovetheirresponsibilityforthesedeliberateactions,"Dolgovsaid.

"Weurgethehumanrightscommunity,theappropriateinternationalorganisationsandinstitutionstopressureWashingtontodisclosetheinformationonrightsviolationsinfull...andholdtheguiltyresponsible."

MoscowandWashingtonoftensparabouteachother'shumanrightsrecords,withRussiasayingthattheUnitedStatesturnsablindeyetoitsownabuseswhilelecturingtherestoftheworld.TheUkrainecrisishasbroughtrelationsbetweenthetwocountriestotheirlowestpointsincetheColdWar.

CountrieslikeIran,NorthKoreaandChina,allfrequenttargetsofhumanrightscriticismfromWashington,haveallusedthisweek'sreportasanopportunitytoturnthetablesontheUnitedStates.
